Position Summary

The Senior Proposal Manager leads the development, coordination, and delivery of large, complex, and high-value federal proposals ranging from $20 million to over $100 million. This role manages proposal efforts from kickoff through submission, ensuring compliance, accuracy, and compelling content aligned with customer requirements and evaluation criteria. The Senior Proposal Manager partners closely with business development, capture, pricing, and contracts teams while implementing industry best practices and mentoring junior members of the proposal organization.

 

Key Responsibilities

  • Lead multi-volume proposal efforts (e.g., RFPs, RFIs, BPAs, Task Orders, IDIQs, GWAC/IDVs), including Technical, Management, Cost, and Past Performance volumes for opportunities exceeding $20 million.
  • Interpret and analyze RFP Sections L, M, and C to develop compliant and responsive proposal strategies.
  • Manage the full proposal lifecycle, including scheduling, resource assignments, kickoff meetings, standups, color team reviews, and final production.
  • Establish and maintain a centralized proposal portal (e.g., SharePoint or MS Teams) for collaboration, task tracking, and document control.
  • Develop and maintain detailed compliance matrices, including the use of tools such as Visible Thread.
  • Coordinate with pricing and contracts teams to ensure alignment between the Cost/Price Volume and the technical and management approaches.
  • Implement proposal management best practices (e.g., Shipley, Association of Proposal Management Professionals (APMP)) and tailor methodologies to customer-specific requirements.
  • Plan and facilitate review cycles, including color team review coordination, reviewer training, adjudication of comments, and recovery planning.
  • Lead post-submission activities such as after-action reviews and lessons learned sessions to support continuous improvement.
  • Mentor proposal coordinators, proposal writers, and junior proposal managers.
  • Respond to data calls and ensure consistency of messaging across proposal volumes.
  • Support the development of proposal graphics and visual storytelling elements.
  • Support proposal operations training and ensure adherence to company style guides and branding.
  • Maintain proposal content libraries and reusable assets to improve response efficiency.
  • Perform additional proposal management duties as assigned by the Senior Director of Proposals.

Qualifications & Experience

Required

  • Bachelor’s degree in Business, Communications, English, or related field, or equivalent experience.
  • 8–10 years of federal proposal management experience, including work on complex, multi-agency proposals.
  • Proven experience leading winning federal proposals.
  • Strong understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and contracting models including Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Time and Materials (T&M), Indefinite Delivery/Indefinite Quantity (IDIQ), and Blanket Purchase Agreements (BPAs).
  • Experience leading and winning proposals for OCONUS work, including Base Operations Support Services (BOSS) and Foreign Military Sales (FMS).
  • Proficiency in Microsoft Office Suite, Adobe Acrobat, and collaboration platforms such as SharePoint and MS Teams.
  • Excellent verbal, written, interpersonal, and organizational skills.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.

Preferred

  • Shipley or Association of Proposal Management Professionals (APMP) training or certification.
  • Familiarity with Salesforce and GovWin.

Work Environment & Physical Requirements

  • Professional office environment with regular use of standard office equipment including computers, phones, printers, and photocopiers.
  • Ability to remain in a stationary position for approximately 75% of the workday.
  • Occasional movement throughout the office to access files, equipment, and materials.
  • Frequent use of a computer and office productivity tools.
  • Regular communication requiring speaking, listening, and conveying instructions.
  • Ability to lift up to 25 pounds.
  • Ability to work indoors approximately 90% of the time.

Schedule & Travel

  • Full-time position, Monday through Friday, 9:00 a.m. – 5:00 p.m.
  • Evening and weekend work required as needed based on proposal deadlines.
  • Occasional travel is expected.
