All Native Group is in search of IT Business Analyst that will provide business analytical support for the USSS enterprise-wide information technology, cybersecurity networks, IT governance, resourcing, capital planning, investment control, and portfolio management. The candidate will analyze IT operations and provide technical business management solutions, and enterprise business management. Workload will be divided into two primary task areas:
- Support the development, implementation, and oversight of IT investment management products and tools to ensure efficiency and sustainability.
- Perform analysis to understand the current state of the USSS IT portfolios and investment systems throughout its lifecycle and coordinate documentation and information sharing.
- Verify and update IT portfolio data, including spend plans, unique investment identifier (UIIs) codes, program alignment, system breakouts, and project details to ensure accuracy within investment tools.
- Verify and update contract changes, vendor terms, licenses and cost/performance data are accurately reflected in spend plans and investment tools.
- Assist in drafting Fiscal Year Resource Allocation Plans (RAP) and Spend Plan inputs; evaluate IT requirements, funding priorities, emerging technologies, future initiatives, and risks; and contribute to financial reports and mission impact statements.
- Develop monthly reports and presentations showcasing the current and future state of IT portfolios, emphasizing alignment with USSS financial strategies and priorities.
- Develop reports to map software licenses by directorate, technology type, line of business, cost, and activation/deactivation dates to enhance visibility and support strategic decision-making.
- Design and deliver detailed reports and executive-level presentations outlining current billing metrics and forecasting future IT costs to support the development of a comprehensive showback/chargeback financial model.
- Assist with facilitating quarterly and annual portfolio investment reviews across all directorates/divisions to provide real-time visibility into IT expenditures, aligning investments with mission-critical needs.
- Assist in preparing business cases (OMB exhibits) and actively participate in IT investment and capital planning discussions, providing guidance to strengthen submissions and support agency scoring and passback processes.
- Draft business cases inputs to address key areas including planning, analysis, risk management, enterprise architecture, cybersecurity, acquisition strategy, performance measurement, and full life-cycle requirements within OMB exhibits.
- Support all phases of the CPIC process by monitoring and developing business case reports using tools such as DHS INVEST management tool, Mobius, and ServiceNow to ensure IT investments align with mission goals and achieve at least 90% of cost, schedule, and performance targets.
- Create business case templates and guide staff on preparing investment exhibits and CPIC documents.
- Provide consultation to, or participate in USSS capital planning and/or business case development and IT governance to ensure ICT activities appropriately integrate Section 508 compliance across the IT and acquisition lifecycles.
- Support the evaluation and approval process of IT procurements through the IT Acquisitions Review System (ITARs), ensuring compliance with USSS standards, cost-effectiveness, and alignment with strategic IT objectives.
- Review and validate acquisition resources such as Statement of Work (SOW), Independent Government Cost Estimate (IGCE), spend plan data, and additional supporting documents for accuracy.
- Develop monthly ITARS reports that track submission status and progress using defined metrics, organizing data by investment portfolio, budget, submission date, and other key attributes to support data-driven decision-making.
- Support the Acquisition Life Cycle Process (ALCP) and System Engineering Life Cycle (SELC) phases by creating clear and concise documentation.
- Conduct and document benefit-cost analyses in accordance with DHS policy and OMB guidance, ensuring life-cycle cost transparency and measurable cost, schedule, and performance goals aligned with CIO strategic plans to justify IT requirements.
- Support the implementation and enforce compliance with OMB Circular A-11, Compliance in IT Investment Management, and Federal Information Technology Acquisition Reform Act (FITARA).
- Monitor and validate IT portfolio expenditures to ensure compliance with allocated budgets; collaborate with stakeholders to identify and resolve budget discrepancies.
- Document action plans, update investment reporting systems, and incorporate key findings into monthly status reports.
- Track and update portfolio performance, analyze trends, and develop metrics to assess overall health, track target goals, risk levels, and system/mission impacts.
- Gather and analyze data to prepare comprehensive responses for IT investment audits requested by DHS.
- Analyze financial and operational risks across IT investments, collaborate with stakeholders to assist with developing mitigation plans, and report findings to senior leadership to ensure business continuity.
- Collect and analyze data to draft reports and presentation that use historical spending, financial modeling, and predictive analytics to improve budget accuracy and maximize ROI and cost efficiency across IT portfolios.
- Apply subject matter expertise and technical writing to deliver specialized analyses and assist with finalizing products in accordance with the needs of the Chief Information Office (CIO), including financial strategy, strategic advice for IT investments, and technology research and evaluations.

Supervisory Responsibility
Candidate will serve as an Onsite Team Lead providing management oversight for all work performed under the contract acting in coordination with the contractor’s Program Manager.

Position Type/Expected Hours of Work
This is a full-time position. USSS Business Hours of Operation are 8am-5pm EST Monday through Friday (core hours are 9am- 3pm EST). Schedule adjustments will be handled through the COR. Evening and weekend hours required, as required by business need.
Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
