Summary
Thunder Ridge Solutions Company is seeking a/Strategy Analyst III to support the Office of the Undersecretary of Defense for Intelligence and Security (OUSD(I&S)). This position will collect and analyze data from a variety of sources (e.g., technical reports, field data, and policy documents) to provide recommendations and inform decision-making processes related to defense acquisition and sustainment.
Essential Functions
- Interface with experts across the Intelligence Community, U.S. Government, and external organizations to expand understanding of critical issues relevant to Great Power Competition.
- Develop OSD staffing packages that include time-sensitive requirements for senior audiences to include the Secretary of Defense and National Security Council.
- Develop and coordinate staff packages to support of OUSD(I&S) requirements.
- Assist in the development and oversight of OUSD(I&S) manpower and resource documentation to include budget exhibits, spend plans, budget reports, budget execution documentation, position descriptions, memoranda of understanding/agreement, etc.
- Assessment of products and or procedures for compliance with Government standards, accounting principles, internal controls, and multi-tiered system application standards. Estimated quantity is 5 per week.
- Prepare milestone status reports and presentations for colleagues, subordinates, and end user representatives. Estimated quantity is 2 per week.
Additional Tasks May Include:
- Collect and analyze data from a variety of sources (e.g., technical reports, field data, and policy documents) to inform decision-making processes related to defense acquisition and sustainment.
- Identify emerging technologies, systems, and operational trends that could impact acquisition strategies, lifecycle management, and defense capabilities.
- Conduct or support technical reviews, assessments, and evaluations of new and existing defense systems, technologies, and processes to determine their readiness, effectiveness, and applicability.
- Assist in developing policies and strategies that guide the acquisition, sustainment, and management of defense systems and capabilities.
- Provide input on defense programs and projects by conducting research into specific program requirements, potential risks, and technological feasibility.
- Support cost-effectiveness analyses, risk management strategies, and other assessments to ensure that defense programs are feasible and sustainable over time.
- Prepare comprehensive reports, white papers, and presentations that summarize research findings, technical evaluations, and policy recommendations for senior officials and stakeholders within OUSD(A&S) and across the DoD.
- Create and deliver presentations or briefings to senior leadership, stakeholders, and working groups to communicate research findings and strategic recommendations.
- Work closely with other departments, including acquisition, logistics, and engineering teams, to ensure that research findings align with operational and technical requirements.
- Collaborate with external research organizations, defense contractors, universities, and other government agencies to exchange knowledge and develop new solutions to technical and policy challenges.
- Provide research-driven insights to help shape long-term strategic plans for the acquisition and sustainment of defense systems.
- Assist in the development of budget proposals, resource allocation plans, and financial justifications for research, development, and sustainment projects.
Supervisory Responsibility
This position oversees the day-to-day activities.
Experience
- Must have at least ten (10) years of specialized experience in federal business analysis and/or strategic communications.
- Must have executive level support experience within DoD and other federal agencies.
- Must have experience in leading and providing technical guidance and direction involving multiple projects of high complexity.
- Must have experience in managing customer expectations and working directly with customers.
- Must have outstanding customer service abilities, initiative, judgement, creativity, flexibility, and confidence.
- Must have the ability to multi-task across multiple projects.
Education
Bachelor's degree
Security Clearance
Must be a U.S. citizen. Must possess and maintain an Active Top Secret (TS) security clearance with sensitive compartmented information (SCI) eligibility and current background investigation.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

- Must be able to remain in a stationary position 75% of the time.
- Occasionally moves about inside the office to access file cabinets, office machinery, etc.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.
Travel
Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.
