Summary

We are seeking a highly experienced Senior Development Estimator (SDE) to join our team. In this role, you will collaborate closely with a requirements specialist who gathers and refines the technology needs of our customers. You will then break those requirements into standalone pieces and provide accurate estimates for the time and effort required to build each component. Your expertise will directly influence our project planning and delivery timelines, ensuring transparency and consistency for both internal and external stakeholders.

 

Essential Functions

  • Requirements Analysis: Collaborate with the requirements specialist to understand project scope, goals, and deliverables in detail.
  • Estimation & Breakdown: Decompose high-level requirements into discrete, manageable development tasks, providing time and effort estimates for each piece.
  • Resource Planning: Work with project managers and technical leads to ensure that staffing, tools, and timelines align with estimations and project constraints.
  • Process Improvement: Recommend best practices and frameworks to improve the accuracy of estimates and streamline requirement handoff processes.
  • Stakeholder Communication: Present estimates and rationale clearly to internal teams and occasionally to clients, ensuring alignment and feasibility.
  • May be requested and required to participate in Proposal Support functions due to expertise

Work Environment

 This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

 

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

 

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.

 

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

 

Experience

  • A minimum of 12 years of experience in software development, technical project management, or estimation/solution engineering.
  • Prior work within a government environment; State Department experience preferred.
  • Experience with compliance requirements in technology-focused projects.

 

Education

Bachelor’s degree in computer science, Software Engineering, Information Systems, or a related field (master’s preferred).

 

Additional Eligibility Qualifications

  • Technical Skills:
    • Proven track record of breaking down complex software requirements into manageable tasks.
    • Deep understanding of software development life cycles (SDLC), agile methodologies, and/or waterfall processes.
    • Familiarity with project management tools (e.g., JIRA, Microsoft Project).
  • Analytical & Communication Skills:
    • Exceptional analytical abilities to accurately estimate development efforts.
    • Excellent written and verbal communication skills, with the ability to present estimates and schedules to technical and non-technical audiences.
