Summary

The Senior Business Process Analyst is responsible for offering financial support services to FMD, encompassing financial administrative support that aids the organization’s daily financial operations.

 

Essential Functions

  • Operations Research Analyst - Formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions.
  • May collect and analyze data and develop decision support software, service, or products.
  • May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation
  • Defining and documenting project requirements through engagement with business users and technical teams, research, fact finding, and knowledge of the application and business processes.
  • Create work diagrams, analyzes user and business needs and processes, documents requirements and user stories, processes, and workflows, and translates requirements into requirement specifications
  • Evaluates and documents existing business processes and systems, gathers requirements for development of new processes and systems, and makes recommendations for process and system reengineering and improvements.
  • Has high level understanding of application and business processes and through researching, analyzing, and understanding system and business needs.
  • Analyzes and provides guidance on how requested changes could affect the system and business processes.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.  Evening and weekend hours required, as required by business need.

 

Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

 

Experience

  • Minimum of five years of experience providing automation and tool support working with the federal financial management systems.
  • At least five years of experience of providing automation and tool support for creating TIER, GTAS, or CARS transaction files.
  • At least five years of experience of troubleshooting complex system requirement changes or updates.
  • Ability to develop automated solutions for sections within the Financial Management Division such as the Accounting, IPAC, Payments, relocation, etc. groups.
  • Preferred understanding and working knowledge of DHS financial management systems and tools, such as

           

Education

  • Bachelor’s Degree with relevant coursework and/or training, such as accounting, business, finance, program management, data analytics, or similar.
