Summary

SUMMARY

The IT Auditor has responsibility for supporting federal customer and plans, conducts and leads audit teams in conducting difficult assignments that typically involve relationships between and among programs, systems, functions, policies, and various issues. The audits conducted involve financial records and systems or consist of activities to review and evaluate the performance of an entity's assigned functions or activities involved in the detection of fraud, waste, and abuse. In addition, the contractor directs and/or performs specialized audits in the information technology area including security assessments and evaluations of controls related to hardware/software applications/platforms, network and telecommunication infrastructures, operational practices, utilization of information system resources and system development, and acquisition. 

 

Essential Functions 

With a professional comprehensive knowledge of the theories, principles, and practices of professional accounting and auditing, and knowledge of organizational practices, the contractor plans and coordinates audits or participates on a team of auditors in assisting with audits of organizational entities. Most of the audits involve the identification and analysis of numerous factors in the organization's programs, operations, and systems. In connection with audits where the supervisor has determined that the contractor is fully capable of addressing the issues and problems that are anticipated, the contractor may be assigned to lead a small team of lower-graded auditors in conducting the audits. In conducting and occasionally leading audits the contractor: 

  • Plans, organizes, coordinates, and prepares the reports on audits. When serving on a team, the contractor will assist with segments of the audits as assigned. When assigned to lead a small team, the contractor assists in coordinating major segments of the reviews, and assists with the techniques and methodologies to be used as well as the milestones to be met.
  • Ensures that the audit coverage is complete. The contractor reviews the work of the team to ensure complete audit coverage and the careful identification of potential problems. The contractor will assist with technical direction and guidance to team members.
  • Ensures that audit findings are supportable, meet auditing standards, and that conclusions and recommendations are sound and reasonable.
  • Prepares, reviews, and edits draft reports. The contractor is responsible for submitting to his/her team leader or supervisor, comprehensive objective reports of the audits with well-defined findings and well-reasoned recommendations for corrective actions needed. The contractor ensures that appropriate documentation for all findings is provided.
  • Maintains effective relationships when representing and in negotiating with Department managers at different levels for the acceptance of audit findings and the resolution of conflicts.
  • Supports the equal opportunity program and helps to ensure that the program's goals are achieved. The contractor provides information to the supervisor on the quality of each team member's work.
  • Carries out various administrative aspects of assignments as required by federal customer
  • Department policies and regulations.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.


While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. We offer a hybrid remote work environment, and typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours as required by business need.

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.

Experience

  • Minimum 2-5 years financial management experience
  • A professional, comprehensive knowledge of the theories, practices, methods, and techniques of accounting and, as pertinent to assignments, financial and/or performance auditing sufficient to independently plan, conduct, and lead a small team of auditors in conducting a variety of audit assignments and sufficient to develop methods to identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.
  • Excellent analytical skills are required to identify problems and to develop solutions and recommendations for appropriate corrective actions that are needed.
  • Excellent knowledge and skills in effective communications, both oral and written, are needed in order to make oral presentations and to develop clear, concise, logical and accurate reports of audits. 

Education

           Bachelor's degree in Business, Accounting or Finance or equivalent work experience preferred

Additional Eligibility Qualifications

  • Proficient in financial modeling techniques
  • Strong fluency with Excel formulas and functions
  • Strong analytical and data gathering skills.

Security Clearance
Must have the ability to obtain/maintain a Public Trust
