Summary

Fire Creek Company, a division of All Native Group and Ho Chunk, Incorporated, is seeking a Contract Manager to serve as the senior on-site leader responsible for overall execution of the SAG-U Vehicle Maintenance, Armored Support, and Fleet Sustainment contract. This position provides full-spectrum management oversight to ensure compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and all contractual requirements while operating in a forward, contingency environment.

The Contract Manager functions as the primary point of contact between the Contractor and the Government, specifically supporting the Security Assistance Group–Ukraine (SAG-U) mission, and ensures all technical, administrative, safety, reporting, and performance standards are achieved.

 

Essential functions

Contract Oversight & Performance Management

  • Provide overall management and supervision of contract performance in accordance with the PWS and all applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
  • Ensure fleet readiness objectives are met, including maintaining a minimum 90% Mission Capable (MC) rate.
  • Monitor preventive maintenance, corrective maintenance, armored vehicle sustainment, and Mobile Repair Unit (MRU) response metrics.
  • Oversee compliance with all Acceptable Quality Levels (AQLs) and performance thresholds.
  • Ensure timely identification, documentation, and correction of performance deficiencies.

Government Liaison & Reporting

  • Serve as the primary interface with the Contracting Officer (KO) and Contracting Officer’s Representative (COR).
  • Attend all required meetings, briefings, inspections, and progress reviews.
  • Submit all required deliverables in accordance with Technical Exhibit B, including but not limited to:
    • Quality Control Plan (QCP)
    • Safety Plan
    • Work Plan
    • Installation Access Logs
    • Incident notifications (within 24 hours)
  • Provide accurate and timely monthly performance reports and fleet assessments.
  • Ensure compliance with SAM Service Contract Reporting requirements.

Quality Control & Compliance

  • Develop, implement, and maintain the Quality Control Plan (QCP).
  • Ensure strict adherence to Technical Manuals (TMs), OEM standards, and Government-approved procedures.
  • Maintain diagnostic accuracy (≥95% first-pass rate).
  • Ensure proper tool control, key accountability, and Government-Furnished Property (GFP) management.
  • Maintain compliance with safety, environmental, OPSEC, and physical security requirements.

 

Operational Planning & Risk Management

  • Develop and maintain the Contractor Work Plan, including:
    • Maintenance workflow
    • Staffing and surge model
    • Tools & Equipment ledger
    • Communications plan
    • Risk mitigation strategy
  • Identify and mitigate risks related to parts supply, access/badging, MRU dispatch, licensing/software, and security or weather-related disruptions.
  • Ensure operational continuity during phase-in and phase-out periods.

Safety & Environmental Stewardship

  • Enforce compliance with applicable safety standards including accident prevention and hazardous material handling.
  • Ensure proper storage, documentation (SDS), and disposal of hazardous materials in accordance with Host Nation and DoD regulations.
  • Immediately report safety incidents, environmental spills, or security concerns.

 

Competencies

  • Minimum five (5) years of experience managing vehicle maintenance, fleet operations, logistics, or comparable technical services contracts.
  • Demonstrated experience managing subcontractors and performance-based service contracts.
  • Experience supporting operations in OCONUS, contingency, or high-threat environments.
  • Proven ability to manage performance metrics, reporting requirements, and Government oversight processes.
  • Strong knowledge of fleet sustainment operations, preventive maintenance programs, and armored vehicle systems.
  • Excellent leadership, communication, and organizational skills.

 

Supervisory Responsibility 

  • Supervise contractor personnel and manage subcontractor performance.
  • Ensure staffing levels support required operating hours (0600–1800, Monday–Saturday).
  • Maintain surge capability to support increased operational tempo.
  • Verify personnel qualifications, access documentation, background checks, and required training (e.g., PII handling).
  • Ensure contractor personnel are properly identified and compliant with installation access requirements.

 

 

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

 

Position Type/Expected Hours of Work 

This is full time position. Will conform to Ukraine’s policies around maximum work hours.

 

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.

 

Security Clearance

None required. Successful candidate will complete a full US Department of Defense background check.
